Donuts and Development | Tri-Cities Shoreline Reconveyance
Join us for an informative Donuts and Development conversation focused on the proposed Columbia River Shoreline Reconveyance, a long-term, collaborative effort to return federal riverfront land to local government and tribal ownership.
This initiative brings together municipalities, Tribal Nations, and regional partners to explore how reconveyance could unlock improved stewardship, expanded recreation, and thoughtful economic development along the Columbia River.
Our speakers will discuss the work of the Shoreline Reconveyance Working Group, which includes Benton County, Franklin County, the CTUIR, the Cities of Kennewick, Pasco, and Richland, the Yakama Nation, and the Port of Pasco.
The conversation will cover key components such as the Memorandum of Agreement, Perpetual Cultural Practices Easement, Napúutkwit Ground Disturbing Protocols, and the federal pathways being pursued, including potential Congressional legislation.
The goal is simple but significant: in partnership with Tribes and local governments, pursue Congressional direction to transfer ownership of select US Army Corps of Engineers-owned lands-such as portions of Columbia Park East-into local hands.
This shift would allow cities to move from being tenants of the federal government to active managers of their waterfronts, enabling investments in recreational amenities and limited commercial opportunities like cafés and piers, while honoring Treaty Rights, cultural practices and environmental stewardship.
